I have been playing a fully modded Skyrim setup flawlessly for about 20 hours and now all of a sudden I'm getting 10 FPS outdoors but 50+ indoors when before outdoors would be 35-45 FPS. At first restarting the game or my PC helped, but now nothing does. Everything is sorted and cleaned properly and I don't have any CTD issues. Disabling ENB brings my FPS up to 60+ outdoors, enabling drops it back down to 10. I also noticed something strange. My fans won't spin up with ENB enabled, but disabled the fans kick in like the GPU is working; almost like with ENB the GPU stays underclocked. hese are my specs:

I understand your frustrations Boris in not knowing what's causing this. For one, it's not crapware as I don't have any on my system. And two, the driver issue could be right, but doubtful. I have, however, found the solution and maybe you can look into this? Maybe suggest this to other users? Setting the shadows from Ultra to High in Skyrim Launcher solved the issue. I don't know if it's a VRAM issue as using Rivatuner my VRAM is almost capped out by never hits 4GB no matter what. Most is 3.6-3.7. However, comparing shadow quality with your ENB enabled Ultra vs High has zero difference in quality thus the added VRAM usage is unnecessary. I did extensive testing with this and it worked every time by going back and moving shadows from Ultra to High.
I loaded a in Windhelm with shadows on Ultra and I had 10-17 FPS outdoors. When loaded at High it shot up to 30-40 FPS. In Solitude I had 7-10 FPS with Ultra and High shot me up to 30-40 FPS. However, this is only with ENB effect enabled. Once I disabled the effect in game I shot up to 100+ FPS even with shadows set to Ultra. This is what makes me think it's something in ENB itself and not the game. Or are you saying it's the way the drivers are handling ENB? As a side note I also have Vsync disabled in Skyrim.ini, enblocal.ini, and NVidia driver control panel.
Rivatuner is crapware. Any software which fucks with graphic is crapware, always bringing issues only. It may work fine with games, but not designed for wrappers like my mod.But in your case it's out of video memory issue or wrong driver handling of memory resources, so try to set DisableDriverMemoryManager=false or lower VideoMemorySizeMb.

Rivatuner isn't crapware. Don't know where you heard that. Second, someone found a fix to have it WORK WELL with ENB specifically. There's a few settings adjustment to keep it from affecting the wrapper as you described. I understand what you mean as you can't really record Skyrim with ENB via video capture software because it's a wrapper (only one that works is the Xbox GameDVR in Windows 10). However, I don't understand how it's out of VRAM if Rivatuner is saying it hasn't capped yet?
