First computer specs:

i7 4770k @ 4.6Ghz
Evga 780 Superclocked
16GB 8-8-8-8-20-1T Ram
Samsung 840 PRO SSD


Problem description:
With a fresh install of skyrim with no mods other then dragonborn+dawnguard the game takes less then 2 seconds to start up and around 1.5 seconds on average to transition between zones. After only adding the enb as is downloaded, start up time skyrockets to around 20 seconds and loading time is on average 10 seconds. I thought maybe low framerate during loading screens but with and without enb present the fps will drop down to a static 31 frames per second during loading.

Fps limiter turned on or vsync disabled. Game increase loading times if framerate is below or above 30 while loading. Another reason is using memory reducing feature of ENBoost, especially noticable when EnableCompression=true is set in enblocal.ini

Frame limiter and vsync are both turned off during testing. I average about 200FPS ingame and something like 600 in the main menu. Toggling usecompression to false did not affect the loading times in a noticeable manner.

200 fps means tons of bugs, game can't work properly above 60 fps.

Yes, I am aware of that, just trying to isolate what the cause of the long loading screen is. I tried turning everything off inside enblocale except speedhack and everything inside enbseries and the long loads still persisted. Then tried turning off speedhack same, as well as toggling speedhackwithnographicthingy.

Startup time is not the same as loading time, so don't waste you time searching for solution for startup time decreasing, it's depends from antiviruses, other software which hook in to the game process, drivers, per weather data in "enbseries" folder.

I'm not really concerned with the startup time, but that the area transition time has tripled with nothing enabled.
