Like many I am pondering how exactly it works. Now I understand each system is different but there are two sections that confuse me due to the sveral formulas/thoughts on the net.

My system specs first...

Windows 8.1 64
32gb ram
Nvidia 760 3gb
i7-4770 3.40ghz 8 core
No oc as of yet I am waiting till I get liquid cooling before going that route.

Now my question is aimed at these two sections that will be bold.

[MEMORY]
ExpandSystemMemoryX64=true
ReduceSystemMemoryUsage=false

DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
ReservedMemorySizeMb=126
VideoMemorySizeMb=3096

EnableCompression=true
AutodetectVideoMemorySize=false

If I am using expand due to using a 64 operating system should I put true or false for the reduce system memory usage?

Lastly what about VideoMemorySizeMb and the reserve part?

Whatever guidance you can offer me would be much appreciated, thank you.

Here's how I would set it up:

[MEMORY]
ExpandSystemMemoryX64=true -> correct
ReduceSystemMemoryUsage=false -> set to true - enbhost will be used to when Skyrim needs more memory
DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
[b]ReservedMemorySizeMb=126 -> try 256mb or 512mb for this see which works best
VideoMemorySizeMb=3096 -> see below or set to VRAM + RAM - 2048
EnableCompression=true -> with your RAM size you don't need this IMO - set to false to reduce any possible stutters
AutodetectVideoMemorySize=false -> set this to true and the VideoMemorySizeMb setting is ignored and ENB will allocate the correct amount (it allocates about 10GB in mine)

Hope this helps :D
