If I am using expand due to using a 64 operating system should I put true or false for the reduce system memory usage?
Lastly what about VideoMemorySizeMb and the reserve part?

Here's how I would set it up:
[MEMORY]
ExpandSystemMemoryX64=true -> correct
ReduceSystemMemoryUsage=false -> set to true - enbhost will be used to when Skyrim needs more memory
DisableDriverMemoryManager=false
DisablePreloadToVRAM=false
EnableUnsafeMemoryHacks=false
[b]ReservedMemorySizeMb=126 -> try 256mb or 512mb for this see which works best
VideoMemorySizeMb=3096 -> see below or set to VRAM + RAM - 2048
EnableCompression=true -> with your RAM size you don't need this IMO - set to false to reduce any possible stutters
AutodetectVideoMemorySize=false -> set this to true and the VideoMemorySizeMb setting is ignored and ENB will allocate the correct amount (it allocates about 10GB in mine)
