ENBoost in SSE? Or, there is no memory section in SSE enblo

In all of the recent ENBs for Skyrim SE there is no memory section in the ENBLocal.ini file. Yet, I keep reading in various places about ENBoost and SSE. OK, Reddit is not the most authoritative source, so I thought I'd ask at THE source.
What gives with memory in Skyrim SE?

There is no memory manager and was never made in SSE. Don't know why those rumors exist. It's x64 application, so don't need such things.

What can I do to reduce occasional stuttering and increase overall performance on Special Edition? I was hoping I could achieve this by editing the enblocal.ini, but apparently it's not the case.

There are many ways. You can marry Ivanka Trump or some other rich girl, then use money to buy Bethesda. You can find vacantion in Bethesda and after some years of career growing get access to the game or force people make it properly in new patch. You can go to cryogen factory of some crazy scientists and ask them to freeze you for 10 years till computers are fast enough for laggy games. Of course you can try to build some unusual system, but saving money monthly will take years anyway.
