Weird lighting bug

I'm having a serious issue where having Bloom/Adaptation enabled causes the following bug in the attached images. With Bloom enabled, I get this strange red orb of light in the hair tie the NPC in-game is wearing. Disabling Bloom removes the glowing red orb but the hair tie still glows a bright white, triggering the Adaptation effect & making my screen go near pitch black when I get near the NPC in the images. I'm using Intrigued ENB by firemanaf off Skyrim SE Nexus. Yes, I have the most up to date Binaries installed as well. Please help.

Maybe month ago someone reported the same and fixed. Don't remember, was that just video driver bug or some mod. It's not caused by ENBSeries, my mod just let you see some invalid pixel on screen.
