Skyrim SE global lightning flickering

Hi! I'm not entirely sure what causes my problem but let me try and explain.

Issue: Whenever I move in skyrim outside and/or in city, the light that's suppose to shine down on the ground disappears. Basically the entire map covers itself in a shadow, as if the light source disappears. But whenever I stop moving the light starts working back again and the entire map is covered in light as it should be (Except the obvious places where the shadow is suppose to be *that part doesn't get affected*)

This happens with both enb off and on. and I have 0 clue why this happens at all.

Usually this fixes itself somehow when I restart the game.. However I've did that multiple times now but it doesn't seem to go away.. It has happened before but I paid no attention to it as a restart of the game did the trick.
So I'm asking if someone has any clue what this could be as I couldn't find anything on google with this.

I do have a lot of mods installed.
Some of the main mods are (regarding light):
- Cathedral weathers and seasons
- Silent horizons ENB
- True storms
- ENB light
- Strom lightning for SSE
And other requirements that these mods ask for. (enb helper, engine fixes, etc)
I also have the patches between all the mods for maximum compatibility.

If this happens with and without ENB, then it's not ENB related.

You have three mods that change weather and atmospheric lighting - (Cathedral weathers and seasons, True storms and Strom lightning for SSE)
it's probably a conflict between them. Try to disable these mods one-by-one.

Also Skyrim's game engine can not handle too many light sources at once, it causes lights flickering - lights start to turn off and on when you move around in game.

First of all, remove d3d11.dll from game folder to be 100% sure it's not ENBSeries bug (not enough to toggle shift+f12). Then if issue still there, put d3d11.dll back and look in to statistic tab of editor, what it show, i suspect some of your mods turn on/off sun as not enough lights, this is easy to see in statistic as "interior" parameters will change. If with light or without it always interior, must be something wrong with game ini setting.
