When ENB Sky is Disabled, ENB water reflections of the sky are blurry, blocky (lumpy?) and move strangely. It reminds me of the "night aurora + sky disabled" bug that was fixed early this year.
Replication:
Go to somewhere with still outdoor water.
Make sure ENB Sky is disabled and ENB Water is enabled. Make sure water reflection is enabled.
Look at the water and move the camera. The reflection of the skydome will move and look wrong.
Enable ENB Sky and sky reflection is as expected.

Turn off the mod and you will see it is vanilla bug, i just fix it when sky is enabled.
