I might remember wrong but I don't think the game's built-in dof does dynamic focus like a real camera so what you got going on there does sound like an ENB shader too but you can of course check this by disabling ENB. Not sure whether Enderal is different in this aspect, though, but I doubt it.
Be aware that disabling game's built in dof shader will also make underwater perfectly clear so I would not recommend to do that. ENB does not care whether or not the game's dof is active.
I think you might have some kind of a problem with your ENB setup. To prevent mixing up files make sure you have enbdepthoffield.fx only in the enbseries folder or the game's root, not in both.

You are right, the underwater was totally clear after disabling skyrim dof via the ini.
I only have the dof effect file of martymcfly, no other effect files.
I tired around a bit but I have not got dof to work with enb. I can live without it, though.

Try some preset which have dof included just to check if dof works.
