Ok, i figured out what caused crashes.
I didn't cause it before, on win 8, but not on win 10.
It was client (client, not game, working under adobe air) of League of Legends.
It caused CDTs every 5-15 min, if it opened while skyrim opened too.
(at first i thought it was browser, cuz many tabs and it much ram consuming)
It so stupid... why... never mind, but may be it will help someone.
Also about this topic - i was forced to reinstall windows
it same windows 10, i mostly installed same stuff
and now there is no FPS counter bug, it works fine.
I will post here, if somehow i figure out what changes, and why it work now.

Well, I reinstalled windows 8.1 and it went away for a few hours, then came back. Every-time It seemed to go away, I wanted to come here and say I found a fix, but everytime It would come back.
On the good side, the FPS counter isn't totally messed up anymore. It will work for a while, then go out of control, then it will regulate itself and come back down.
If there is anything specific I can do to help track this bug down please let me know.

Well, I can say that it happens with enboost or with enb when I hit asterisk. So that should at least narrow it down a little.

So you means, that editor window show proper frame rate, but fps couter keymapped is not?

TBH, I never looked at the fps in the editor window except in passing. I always use the key mapped value. It is possible they gave different values...
I just implemented a major reinstall of my video drivers.
Uninstalled all nvidia drivers.
Switch to safe mode
use display driver uninstaller
reinstalled nvidia base driver only and it seems to be back in line.
When I open the menu it wall go up to 60 fps, then fall and maintain a steady value between 20-40fps.
If I had to guess, it comes from the geforce experience helping something that should be left alone. So since I just reset my drivers I can't check to see if the editor window and keymapped values are different. It is possible nvidia will still autoupdate something without my permission, but this looks to have fixed it.

Ok, as I implied before, every time I get the enb fps to read right and think I fixed it, it starts going crazy again after a week or so.
So now it is crazy even after a clean install of all drivers etc as outlined above.
I did check and the fps count was off in the console (shift-enter) too, not just the overlay from hitting asterisk.
On the other hand, after installing the skyrim performance monitor, the monitor's overlay FPS count seems to be correct even while the enb fps reads in the several thousands.
So the skyrim performance monitor can be used check true fps, at least for now. I'll report if it goes crazy after a couple weeks too.
