I tried your file, but now the entire ground is black, not just the grass.

Hey there, are you using any additional weather modification? Not using ForceFakeVideocard=1, I guess?

Maybe it's worth a try to refresh the Skyrim configuration files.

The only plugin I am using is revamped exterior fog. By refreshing the configuration files, do you mean removing skypref and skyrim.ini and renderinfo and refreshing them?

Yes, remove all three and start the launcher to create new ones. If it doesn't work out, you can copy the files back to keep your settings.

Your problem looks really odd, do you have the issue in all weathers or just one specific? Not using ForceFakeVideocard=1?

Not using ForceFakeVideocard=1 and I am not sure about all weathers. It seems to only happen in certain weather. I am not sure how to check which ones, but it does happen with fw81a. It happens at sunrise/sunset.

If you are using mine 81a weather, then it's configured the day only as i remember. This weather is just an example.
