Happens almost once a day after starting and exiting Skyrim enough times. The only thing that stops it is a system reboot or disabling ENB, specifically SSAO, particle lights, reflection, and image-based lighting.

Using the latest version of ENB and gaming on a GTX580.

Memory leak, because of drivers or other software running.

By "drivers", you mean the latest NVidia drivers and by "software" you mean Steam?

I find it hard to believe that another program can cause the ENBSeries DLL to have a memory leak unless you've programmed it to address a specific area of memory every time it loads regardless of how that memory is being or has been used.

No, but it is the place to report bugs in the program, and if you instantly dismiss the problem as the fault of some "other" software or drivers, then at the very least you're not even trying to make ENBSeries play nice with industry standard programs.

In this situation, you've got five things you can shift the blame to: Windows 7 64-bit, NVidia, Steam, Skyrim, or the Skyrim CreationKit. Any ideas which one it might be and how the problem might be getting caused, specifically? (I never had this issue with older versions of the DLL.)

The problem seems to have gone away after increasing my page file size to about 100 gigabytes. Or maybe it's just greatly postponed the inevitable moment, I suppose time might tell.
