Then it's weather setting or anything else which set extremely high intensity for speculars of water.

No, no. Nothing is installed. Only clear Skyrim and Realvision ENB.

ENB series 0.236 works fine. Newer version from 0.236 - 0.262 not.

Sorry, but this bug in near future may appear in other versions for another videocard.

This bug was reported many times and prooved that it's not the bug, but issue on user side. Try to ask in skyrim gallery topic, may be someone there remember solution. May be it's other software, steam overlay or skyrim ini setting, i don't know.
