After spending a while trying to fix this I found no solution so I'm writting here.

This happens mostly indoors. Riverwood trader, most inns,..
Sometimes the floor or walls get strange shadows or go completely black. The shadows flicker depending on which angle you are looking.

This only happens when the player carries a torch or a lantern. The problem goes away when you turn off the lantern.
I'm using RealVision ENB. Problems occur less with ELFX and alot more and in diffirent place, also outdoors with RLO lighting mod. Followed the installing instructions completely.

Tourches don't cast shadows in vanilla game, so what is the mod you are using for that?

I use wearable lanterns for the travel lantern. The lighting mod is Enhanced Lights and FX.

On those pictures the texture go abit dark and flicker when I move the mouse around, in the inns some of walls are completelly black.

I use the mods that are on RealVision enb nexus site and ewi65's INI-files.

Also tried to reinstall everything, new ini files and nothing worked so far. Tried a few diffirent settings in the 3d settings options in CCC(ati drivers).

After installing Enhanced Lights and FX i don't see shadows from tourches which player own in various interiors and exteriors too, so i can't replicate issue and fix it.

I've got the same issue.
Thats the problem with Skyrim only being able to render x separate dynamic light sources. Since your torch goes over that limit, the engine starts turning off light in the scenery or from your torch. Can't do much about it.

You are probably familiar with RealVision enb, is there any other mod that could cause those bugs?

I only installed these 4 mods and Wearable Lanterns and tested the same spot, Riverwood trader 2nd floor where my screenshots are.
and ofcourse RealVision enb 2.44a.

I buy a travel lantern from the npc and equip it. Then at the 2nd floor the two spots start to flicker as shown on the pictures. When the travel lantern is turned off everything works fine. This only happens when travel lantern is equiped. I used Realistic Lighting Overhaul and the bug is gone at the riverwood trader but its there in breezeholme(ladder, floor, walls), also riften(pretty much everywhere) and in much bigger space than with enhanced lights. I spent alot of time trying to fix it with tweaking the inis but nothing seems to work.

Starting to think its an ati driver issue maybe? used 13.9 and 13.12 drivers. Tryed pretty much everything in the 3d application settings.

I can make more pictures or even a video if that would help. Currently I don't have nothing installed but I will later tonight.

Do you use RLO or ELFX? Do you encounter this problem often, I mean does it get worse the more you play since it was for me when I was using RLO? Nvidia or Ati?
Im sure you tried alot of stuff to fix this problem, its making me crazy atleast :)

I don't play game, so don't know how to get lattern and where to test it. Have you tested issue without my mod installed?

The problem is only there when ENB and one of the lighting mods are instaled(RLO or ELFX) is installed.

Its the same if you use a torch or lantern, so just use a torch.
you can get one via console. "player.additem 0001D4EC 1"

installed mods:

Project Reality - Climates Of Tamriel V3.1
Climates of Tamriel - Weather Patch
Enhanced Lights and FX 0.4.2
and RealVision ENB(http://www.nexusmods.com/skyrim/mods/30936/?)

If I use Realistic Lighting Overhaul 4.0.8.01 instead of Enhanced Lights and FX 0.4.2, Breezeholme has similar problems than the pictures below.
