Please help me figure out what this issue is and how to properly fix it
I get this problem that's related to shadows/fog but don't know exactly what it is
I just recently got it again after uninstalling/reinstalling ENB, but the effect is present without ENB too, and it affects my maps too

In the example below I had the issue, then I installed Remove Interior Fog V2 and Revamped Exterior Fog and the issue seemed fixed (2nd pic); but now after reinstalling ENB and leaving the interior fog mod enabled I still get this weird glitch

Ambient occlusion fade distance not configured properly or this effect forced in drivers in case of nvidia card.
Black rays are not tweaked intensity of [particle] category or [voluemtricfog] if i remember. It's caused by some mod, these objects replaced and detected by properties (in enbseries) as different class.

I made sure to have all nVidia effects turned off using NVIDIA Inspector, so that shouldn't be it
I initially thought it was a mod like you said but i'm convinced thats not it either since I had the issue after reverting back to vanilla Skyrim and also after uninstalling just ELFX (only mod installed I could think of that would cause it).

Is there a way to manually adjust the AO Fade Distance?
Am I correct in assuming that different ENBs or ENB presets change this value? If so, how do you undo those changes?

Look in to [SSAO_SSIL] category of enbseries.ini or editor.
