in small puddles, when changing the viewing angles, the reflection disappears.
without ENB active, the reflection is a sky. bright at low angles and dark at direct angles. it is a smooth transition. like a real reflection.
but with ENB, it is bright at low angles. it stays bright, then when viewing directly, it switches to dark. it is an immediate switch. no transition. i can change the angle very slightly and it flicks from bright to dark. it is like the reflection just disappears.

It's vanilla game acts like that, switch off the mod by pressing shift+f12 and you will see the reality.

I studied it.
when i press shift + f12 it doesn't make any difference./ but when I rename teh d3d11.dll file, so it doesn't load, the behaviour changes./ the reflection is consistent. I studied the reflection in vanilla. it doesn't look like the sky. it's like the inside of a room with weird lights.
when i restored the d3d file, the reflections looked like sky when viewed from above, but when viewed from some angles, it looks like that weird room again.
maybe this means your ENB has fixed an existing issue? but not completely. does that make sense?

This bug cannot be fixed or debugged, because floating appearance. Reflection may or may not work with the mod with all code enabled or disabled. Typical example of bad multithreading coding.
