I notice that when I open the skill tree using an ENB that supports multiple weather .inis, it takes a moment for the current weather .ini to shift to a 'default' .ini. Basically I notice a shift in lighting when on the skill tree from being slightly darker, to brighter, becuase it uses a weather.inis lighting for a brief moment. Question , is there a weather .ini for the skill tree? I know theres one for the world map. Anyone know about this I'd appreciate it a ton.

Probably you see one frame delay (game lags when switching menus) and/or delay in executing of editor, which is not updated each frame for performance reasons. Skill menu is probably have same weather as main scene, check mod statistics where weatherid is written.
