I recently installed the recent version of the shader and I'm having problems due to "global > use effect" continuously turning itself on and off with a second delay between on and off. I've tried removing mods, removing any forms of input, removing any minor background apps and I'm still having issues.

Sorry, it's not mod bug, you should find what software or plugin produce the problem. Or, if you are lazy, remap key in enblocal.ini.
