For some odd reason I have this issue with Skyrim when I have ENB installed. This mostly from what I've noticed happens on the waters and on very rarely on AO.
Here is a screenshot of the issue some insight on how to fix this would be appreciated.

If i still remember, it's about one of [WATER] parameters about shadows or volumetric shadows, this noise must be filtered, but there is must be option to disable filter for faster performance.
