Hi, I love ENB and IBL effect. :)

Originally, hair alpha does not apply IBL. But only alpha with overlapping hair apply IBL. It is noisy artifact.

It stand out when AdditiveAmount and MulticativeAmount is high value. Refractive amount is not affect.

As the strength of the IBL I actually want to use:

There is nothing to do about it, transparent objects do not drawed to normals, they can't have them, so can't have ibl and some other effects.

Thanks for quick response.
You are right if it is transparent object.
But the problem occurs to translucent object. It has normal.
It is strange that the opaque hair does not occur, it occurs in the translucent hair.

What is drawed as non transparent can have ibl, ssao/ssil, reflections. Everything drawed after - can't. There is no way to fix, if i'll draw transparent objects to normal map, then on edges where they mix with background by opacity normal will be mixed and ugly outlines occur.

I have an idea. Maybe it worth to try how things will look like for hair which have transparency flag, but pixel is not transparent. There will be mistake of course as hard cut edges, but could be better looking as well, depends from hair itself. Hard to say what is worse.
