Creation Kit crashes when IgnoreCreationKit=true

I think this should not happen? Only manual removal of d3d9.dll help me prevent CK crash.
Could be this be a bug?
ENB 0.315 version, Skyrim LE (everything from Steam).

Creation Kit have CreationKit.exe process name. If it differs, then mod will be activated.

I think i didn't renamed this exe, thus it doesn't work.
The only thing that could happen is that process called CreationKit.exe *32 on my Windows 7 x64 bit.

No idea how to help, works for me, works for others. Maybe antivirus or something else like that.

It seems that we need to install Creation Kit from Steam and keep it installed.
\What i did: i've installed it and then i just copy all files and uninstall it. I manually copied all files into root Skyrim directory and also install all other data with Mod Organizer. Maybe that's why CK crashes on start.
Now everything is fine.
