I checked my game after substeps 2 and 3 (meaning from achievements mod enabler to ENB) under step 0

My framerate went from uncapped earlier in the guide (which is what I want) to 30-50 in the menu, 400 something in the loading screen, and capped 61 in-game, and just like in skyrim, my enb doesn't work, the game is dark as hell, and any changes I make in the enb menu are reverted as soon as I press apply.

If you press "save config" and then "apply changes" and everything is reverted, it means you have restrictions for file access (OS setting or antivirus). Also i remember one user had tool which block all flash from running, but it produce heavy problems with the mod. In case of skyrim you probably downloaded preset which look so dark or didnt install it entirely (also maybe it require some weather/lighting mod or on the contrary, you have one). Drivers may produce issues, but its almost always bug in the crapware, i call applications like that which hook in to games or other 3d software and modify something. There are many unfortunately, even geforce experience is bad for compatibility. Fallout 4 screenshot looks like dont have any preset at all, with my default files only, so you need to download preset. Any changes to frame rate are handled in enblocal.ini, if you disable effects of course by pressing shift+f12 keys or UseEffect=false in enbseries.ini. Actually enblocal.ini must not be included in presets, it should be individual to each machine, probably you got one with fps limit for example. If i understood your complains about frame rate properly.

Thanks for the reply! Yeah turns out I didn't notice that "save config" button, fixed that issue, I am currently using this preset: https://www.nexusmods.com/fallout4/mods ... ?tab=files
also weird thing, now that I can change my settings, I capped my framerate at 80 fps, as expected it's still capped at 61 in-game, however it's now capped at 80 in the loading screen. I've tried turning vsync on and off in the .ini's, nvidia control panel, nvidia inspector, and nothing works. I checked my enblocal.ini, and it has force vsync=false. Framerate aside, I think you're right, there's something wrong with the preset, I don't think it's showing up in game. I tried reinstalling it, but I can't tell if it's working or not. There is a enbseries folder which is dublicate for main game folder, users can put shader files and configs there too, so maybe you just not deleted files from there (except enbhelper.dll), so they are used from some old preset you had installed. But as i said before, lighting/weather mods can change things. Also (dont remember about fallout) games may have brightness setting themselves and users sometime change them. Or you may change and forgot about it, so screen looks darker. For skyrim better try another weather, its not good example cause could be tweaked to much darker by users. One more thing, it can be caused by ReShade, if its also installed.

Well it works perfectly fine with the original preset of "decent enb", so I'm just gonna leave it. Still having issues with absurd loading times and the framerate cap grr, but at least the enb works fine. Thanks for the help.
