When i tried enable EnableWater i get:
Image Image Image
on Skyrim LE, i3 630 intel HD. Clear system and drivers + official direct x 9 2010. First two sceershots - default ENB 319. Two - Real Vision. On my main system all fine (i5 + R9270x).

those ENB made for concise processors? I always thought it was universal.

Skyrim is using vendor hacks to capture depth data and they implemented only for AMD and NVidia cards. For Intel, game use compatibility mode which is much slower. I supported that mode in early versions which have ForceFakeVideocard parameter, but then removed it after game bugs where fixed. Still, with Intel gpu game runs differently and i can't make support for it, amount of players who use intel for modded skyrim is very tiny.
