There is a parameter which called something like "use previous frame reflection". Set it to true (1 in old versions of the mod) and if issue dissapear, it's "normal" for this game and mod. I dont understand from description anyway and things was okay for many years, so could be driver or other software problem too, but that's non of my business.

In fact, with a timecycle from natural and realistic enb, this bug does not appear.
On these screenshots another timecycle.
I using 0.306 enb.

Timecycle can't affect any bugs, it onl can make something look darker or brighter, that's all. Anyway, i can't help, do not have any issues and i abandoned upgrading this mod.
