Hello to everyone, and thank you in advance for you answers to this post.

I've changed my rig a while ago, and since, I have a very anoying bug. I went from AMD to Nvidia, and from an old laptop to a fine end computer. Anyway, I don't think the bug has much to do with this, since I tried to disable everything in the nvidia setting and it didn't change a thing. The bug isn't there all the time, but when it appears, it sticks through reload and time changing, from place too, I had a two hours session without it this morning (and I was happy because I thought that disabling steam overlay fixed it!), then, it came after a ten minutes session this afternoon. It appears with no real logic, and I just can't tell where it comes from or what it is! It is there with and without enb.

Here is the graphic mod I use :
- Vivid Weather
- Enhanced Light and FX with enhancer (asked for my current enb to work)

Here are my enblocal.ini settings :

Here is what I've tried so far to solve this problem :
- disable elfx
- reset my skyrim ini
- configure my skyrim in with a guide
- tweak my enblocal ini
- disable steam overlay

Here are screens of the bug :

Never seen anything like this before and especially if it's happening not all the time, even harder to understand. From graphical side it can be explained as some texture filtering is failed or uv coordinates computation. Maybe its dsr enabled or antialiasing forced in nvidia control panel? Otherwise i can only guess it's some crapware messing around or bad driver/hardware. You can try downgrade driver and install it clear version without all kind of useless stuff added there (google how to remove telemetry, game experience, etc). Usually such thing happen on driver level, because corrupted video memory bug is very different, but in this case bug applied to certain effect. You can try to rename skyrim.exe and run it to avoid driver do any optimizations, this may help to detect if driver is faulty.
