i have no idea whats going on, i hadn't installed any new mods and kept the configs on read only, then i opened the game and then i had this flashing bug
i've tried 6 different enbs, turned every option off and it still happens.
i've even disabled every esp AND updated my drivers (which are amd)
no one on loverslab could help and to be honest a reinstall would be the saddest thing to happen in the past 2 days.

heres the video:

my load order (before disabling everything) is on the loverslab post if you need it.
thanks in advance

Because it's applies to sky also, most likely adaptation is buggy or have in enbseries.ini very short time to work. Or you have some custom shaders which do this and such shaders maybe left from old preset. Try delete everything from enbseries.ini folder and all files from game folder with .fx extention, then install files from official preset and check, if bug do not occur, install some preset. But if it's just adaptation, you can try these defaults:
[ADAPTATION]
AdaptationSensitivity=0.1
AdaptationTime=0.4
ForceMinMaxValues=false
AdaptationMin=0.33
AdaptationMax=0.6
