GTAIV 1.0.7.0 Steam bug

Hello, recently I have been experiencing a bug with GTAIV patch version: 1.0.7.0 (steam version). When I enter the game the HUD flashes and does not stop, I cannot see blips, and when I pause (pressing ESC) I cannot see the pause menu, only a freezing picture of the game.

I happens with all of the version of ENBSeries for GTAIV and two weeks ago it run smoothly without bugs. What should I do to fix it?

My PC Specs are:
AMD Radeon 6970 HD
Intel Core i7 2600k
Intel DZ68DB (motherboard)
8GB RAM

Re-installed windows operating system.

Already ENBSeries don't support latest version of GTAIV

It does, it did before and its solved. I re-installed windows system and it works with GTAIV version 1.0.7.0 of Steam.
