Weird problem with Fallout 3.

This happens no matter if I use Midhrastic's ENB or the one from enbdev.com. It also happens despite using the wrapper or injector version. I have all the options in Fallout 3 set how it is supposed to be and have checked them about 10 times! I have no mods installed. Whenever I look up or down there is about a 1 inch area where everything turns invisible. It happens day or night and does not seem to matter which enb I use. I tried 1.18 and 1.21 and both do the same thing. I don't have any mods or texture packs installed so I am hoping someone will be able to help me.

I use the latest 12.11 beta AMD drivers. My PC specs are as follows:

AMD FX 6 Core CPU
Crosshair V
MSI HD 6970 2GB
8GB Memory
Windows 7 X64 Ultimate
Fallout 3 GOTY through steam.

Any help would be greatly appreciated, thanks in advance.

Such bug appear when antialiasing enabled in video options of the game or in catalyst control center forced. Crossfire not supported. Also if drivers are bad and latest seems horrible, so try all solutions.

Well I guess it does not matter what I do unless you can think of anything else. I even used Midhrastic's ini to be sure anti-aliasing is off, and set a profile in AMD Vision Engine Control Center. I have tried like 4 different ENB's and they all do it, I even tried forcing Nvidia card and it still happens. I am at a complete loss for what to try next. I use ENB on Skyrim with no problems too. Last thing I tried is going back to the 12.10 drivers and that didn't help either so if you can think of anything else please let me know, thanks in advance and sorry to bother you, I tried googling for an answer but don't even know what to search for. I tried buildings disappear and invisible buildings and all kinds of search terms, it is like I am the only one that has this problem. :(
