I can use msi perfectly fine with the d3d9.dll or injector method.
With RadeonPro using wrapper it gives a black box where osd text should be displayed, with injector it gives the black box and 'smeared' colour of the text (Completely illegible, does not even resemble text, more like water flowing)
I have tried pretty much everything I can think of and eventually got into contact with the author of RadeonPro who has tried a little bit of troubleshooting and has come up short of a work around for the issue.
So here I am posting this question to anybody that could possibly lend assistance, I am currently using ver. 121212 of enb for PNENB preset by Phinix as from what I can see it is by far the most balanced interior lighting enb I have come across, even ditched my .139 customized preset in favor when I had just about got it setup after fine-tuning for days.
In regards to ver. 139 of enb the issue was still the same using radeonpro, though it would work perfectly fine randomly, maybe ~50 of the time.

It is exactly the same once loading a save/starting a new game as well.

nvm about post... Had to set 'Speedhack' to false in enb settings...
