Marcurios, please, stop) There's NVSE 4gb enabler compatible with steam game. And pirated exe can cause other bugs.
And if you guys have problem with 194 and 216 - just use 173 version.
If you have time and want to make sure you're doing everything right - start from scratch. Reinstall windows, then install video+audio drivers, steam+directX+fallout (without mods, without 4gb enablers, other shit, just clean game, and don't touch ini files)+latest enb, set the game like in enb readme and test it again.
If the game will crash (but i'm sure it will not) - your amd card is just not ok for latest enb versions, get Nvidia (gtx 780 is awesome). If the game will run and work with ENB - good for you.
There's always... no, ALWAYS something broken in your system if game crashes with enb, broken by you. You can say "no!" but trust me, yes. I know what i'm talking about. There's hell of a lot people (both nvidia and amd users) with problems with enb, and in 99% the problems are caused by some crapware, shitcodecpacks (yes, codec packs are bad, always use standalone codecs instead), errors in windows registry, or broken installation of some good software like dx, visualC++redist, NetFramework.
Oh, and one last thing. When you're testing enb - use only official preset, one and only.
Only this files:

*you can delete this two files for testing, they're not necessary.

My steam version does not work, at all.
Not with NVSE, not with anything i do, it just crashes on startup.
I'd say that is a bug that is so major that it overshadows all bugs you can get from the cracked exe in my case.
I'm not saying it works for everyone, but if one has a ATI card, it's worth trying.
But, only cracked exe works with me.
So you see, every PC has different configuration, and that can lead to unexpected behaviour.
Like i said in a earlier post, a friend of mine also has a Radeon 5xx series card, and he has exactly the same problem Steam version does not run on his system.

You clearly didn't read any of my posts. Don't assume anything about me or my game setup if you're not gonna take time to read my posts.
I can't reinstall Windows because I have special software that I need for school every day. I can't spend days on end reinstalling my entire OS for a game.
And not everybody has $600+ to drop on a graphics card. At least Marcurios has been trying to help me instead of suggesting things that have already been said 100x over.
Anyways, I'm gonna keep trying to get this to work. I'll report back in a day or so.
Ok well I tried using my laptop's dGPU to rule out my AMD card... With my Nvidia Quadro K1000M ENB still does not work. At least now I know 100% it's a software bug, but I started in safe mode with less than 25 processes running and it still won't work. I also tried fresh ini files and fresh install of the past 3 ENB versions. I also did a fresh install of Fo3 with a fresh install of ENB and no luck.
It's not a bug with Windows 8, right?
I can't reinstall Windows because I have special software that I need for school every day. I can't spend days on end reinstalling my entire OS for a game.
And not everybody has $600+ to drop on a graphics card. At least Marcurios has been trying to help me instead of suggesting things that have already been said 100x over.

Lesser graphic cards are like radeon 5830 are actually 5870's that did not pass the test, they block of some shader proccessors and sell them as a 5830.
So there you go, what you say really does not help...at all...

And you said that it runs without ENB fine, so that is not the problem, still, it could affect it.
I don't know how good your computing skills are but i would try a dual boot setup, cause since you say that it also doesn't work with Nvidia and AMD,
it must be a software problem indeed (but that much was pretty much apparent already), and i can imagine that Win 8 uses a different driver structure that Win7 does.
I know that new OS version lean on old technology, but they Always change some stuff when making new versions to accomodat new technology's,
so i can imagine that could be a reason for this behaviour in some cases.
I don't know if you have a laptop or second PC so that you can keep being connected to the internet, if so, i know all the tricks and problems you can run into while installing a dual boot setup.
if you want to try, i can make you a detailed description on how to make a dual boot setup, also with the problems you can encounter and the solutions to those problems.
If you're interested, let me know.

The best way to try for chiknwatermln to find out if it is OS related is to install dual boot.

I've tried to create a partition to install Windows 7, but for some reason I can't shrink the volume of my C drive by more than about 4gb, even after I ran a defrag.

Since the partition manager of Win 8 is rather bad like Always with windoze...
