I'm tweaking my ENB. I have found that the volumetric fog closer to the player is much much brighter than the distant fog over mountains. Both types of fog are controlled by the [VOLUMETRICFOG] settings. Thus I have this:
The distant fog is about where I want it for this weather.

There is no distance dependencies in ENBSeries, so it's because of model (not vanilla fog) or some other unknown reason. I don't have this issue.

I know now it is not ENB's fault.
If anyone knows- I'm not sure where these meshes are, but I renamed my meshes/effects folder and the problem remains.
