but the games with ENB presets that allow IL (Indirect Lighting) looked identical with it ON and OFF
This is nonsense. See this video to understand what ENB's Indirect Lighting effect can add to the game:

HBAO and such do nothing like this at all.

Looks like I was wrong, but I don't think I tested Skyrim all that well. I tested Dragon's Dogma and didn't see any differences when toggling IL on and off. What about VSSAO2? They say its almost identical to HBAO.

These are all just names for various AO methods. VSSAO2 is volumetric SSAO. Sounds cool, it just another AO implementation. You can try to list all the thousands of AO implementations that are available or accept that Boris' one is best, despite others having fancier names.
