I have 40 processes running in my Windows Task Manager and I want to determine which ones are safe to terminate. How do I go about doing this? Also, is there a good program to keep my processes low?

Most of them are services and you can disable useless control panel->services, but better to search info what they do or at least make screenshots of their default setup. I don't trust programs which do such job automatically, it's may ruin system and once you will stuck with errors praying and crying without ideas why something very simple not work. Download VMMap and check which processes eat memory the most, then start from them.
