I want to edit some .dds files, and I have tried Paint.NET, but it doesn't give me the options I want. What other good free programs are out there for editing .dds files?

Use convertors to/from dds, this is better. For example DxTex from dxsdk is horrible tool, but it allow to do some things which almost all other programs can't. The best for me is nvidia dds plugin for photoshop, the best quality of compressed dxt formats i ever seen.

You also have GIMP which is free, can open/import .dds directly without the need to download and install 3rd party plugins.
