I use FogColorMultiplier to adjust the color and brightness of the fog on the distant mountains. But increasing the FogColorMultiplier also increases all fog and produces a washed out image. Is there a way to increase/decrease the fog on mountains and only on mountains?

Distant fog is global for almost all objects, nothing you can do about that. If you mean volumetric clouds near mountains peaks, it's separate category in enbseries.ini.
