Have you seen the dots in any other applications against black background? If so it's probably your GPU giving up.

only on gta iv after i put enb 0.82 beta.....daylight is working fyn...de spots only appear at night and in the morning they dissappear

3 Such issue never happened, so it's driver, software or hardware fault.
