I've recently started developing a new skyrim preset, and I've decided that I only want some effects, like mist and sun rays, to be affected by timeofday (all other effects are not influenced by timeofday at all). How can I achieve this?

Additionally, is it possible for specific weathers to only occur at a certain time of day?

Just set all other effects parameters to same for all times of the day, except mist and sun rays.
Weather activates by unknown reason for me, it can't be forced per time of the day in the mod or simulated by the mod setting.
