Yeah, the frost on armors, actually its a frost overhaul (face, hands etc too)

Here's a snow fix for testing, seemed to work for me but I'm not sure if it causes any issues so I'd appreciate if someone could test it:

I can't do anything about frost, at least not without including an additional ESP.

Using your files for fixing the water at night issue did not work with the add-on WATER from OpticShooter, at least not for me with the .139 version of enb.
I am no longer using that version of enb as I switched presets to Phinix' Natural ENB as it is brilliantly done for just about every location, wether it be interior/exterior (As always, had just got the enb to my liking then found his...)
With the 121212 version of ENB there was no need to install your fixes. Not sure about any other versions of ENB as I've only just returned to using enb after having a run with sweetfx and alternate lighting addons.

The patch does work with WATER, but you need to install it AFTER you've installed WATER, overwriting when asked. I'll add an note to the description, thanks.
The bug is in the game, and some types of water foam will react to [FIRE] settings no matter which ENB version you use, but of course the issue is not as apparent if your night-time fire intensity is low.

In my WATER installation only one file is conflict - Data\Meshes\effects\fxrapidsrocks01.nif
