You can make those values even less...
Do the most important thing I found strange is how fast the river flowing speed.
Some Lake, for instance near Whiterun, at the Giant Camp the Lake flows way too fast.

From the description
"WaterflowSpeed (default: 20.0) - Sets the waterflow speed for the animation patch. The default of 20 is equal to the default timescale, and is probably OK unless you want the water to appear slower/faster for some reason."
Perhaps that can help you tweak it to you preferences.
