You mean a exterior only module that does not affect the interiors? If so yes and it will be in the next release, I think.
Here are some new things to be added in future versions;
Exterior and interior separation of the modules, such as the imagespace and Light Bulb module.
Combined modules, all Skyrim modules in one esp file same for the DLC's all Dawnguard content in 1 esp file and so on.
Those will be optional and will only be added for those who want to run it all.
Well as I meant for ELE to be very easy to make quick changes (with quick detailed info on how to do it) here is what you can do to remove it in the current version you are running.
the interior fog is set in the Lighting Templates, and all of the lighting templates I have created and assigned to the interiors are named JZ at the beginning for neat ordering of all my new content in close proximity to each other so it won't be hard to find them.

just set all of them to 0 and you will not have any fog at all.
But as I said it will be the same as if you set the FogIntensity in the enbseries.ini to 0.
