I cant answer about this effect, but remember that for some recent mods made much higher limit (maybe 128, dont remember).

Cant tell, but around 2-3 latest updates have this limit increased, so maybe skyrimse, fallout 4 or even fallout3/nv.

Well that was unfortunate... This effect.txt produced some wierd vertical artifact lines across the screen, like a wierd lens effect. Maybe it's just too old.

Can't check right now but maybe it's old format (search for screenscaleY , if existing, then old format).

Very simple to convert, old/new format are basically some variables moved around, supposedly for better performance.
Attached file should work, haven't checked. I (maybe wrongly) replaced ScreenscaleY with ScreenSize.z so if blurring or whatever is stretched (I can't remember what ScreenscaleY was, aspect or 1/aspect), find ScreenSize.z and replace with ScreenSize.w;
