Not having them means not using them, so they are already disabled.
So try the opposite.

and put this under [General]:

[BackgroundLoad]

Leave the rest as it is.

and honestly I can't see any difference with the game play.
So I decided to delve deeper into the system by watching system resources. mainly each core usage
under this config file and my default one
and under both config files. I'm seeing the same ammount of CPU usage across all cores.
the 2nd core is getting the bulk of the load for some reason tho. more usage on that core.
P.S are you the author of ENB mod?

Yep I'm still having the jumping map / game problem even after the fixes you sugested.

Ok well I just went to make the video and as I'm recording the video. The problem is gone rofl.
I didn't change anything. just opened up Hypercam3 and started filming with my video and microphone
and the problem goes away.
I dont know whats going on with this buggy ass game
It's really making me mad and also wanting to not play skyrim anymore.
This same thing happened with the arrows firing late.
it simply resolved it's self for a short amount of time. only to come back later on in the game.

Suggested by CosmicBlue multithreading parameters must be set to 0.
I don't know about AMD cpu patch very much, so can't say if double core optimizer do same job for quad core cpu or not. I have another idea. In enbseries.ini try to enable frame rate limiter or/and waiting of videocard:
WaitBusyRenderer=true
EnableFPSLimit=true
FPSLimit=30.0
ps: WaitBusyRenderer=true decrease performance

Ok since this was getting confusing for me.
I decided to do this.
I deleted all my prefs files. Deleted ENB mod. Deleted Borderles window mod.
the 2 mods I was using are gone and I have no prefs files.
I restored my FOV in my save file to default by typing ~fov
Then I made a fully clean save (not quick save)
I started the game back up. It created some new config files for me. (fresh ones)
and I got in the game. and amazingly. it's having no mico studder problems anymore lol... I dont know why either.
So from this step forward I think I will just install a clean fresh copy of ENB 113 and see if that makes my gaming experience any better.
P.S, When skyrim runs. It defaults me to ultra settings.

and all the water reflections I turn those off too.

Wanted to know some advice from you pros here.
Ok heres the questions.
when I use the FPS checker in ENB. it says my FPS is reaching up to 109 FPS.
I thought skyrim Vsynch was only supposed to allow your frames to reach the limit of your refresh rate?
My monitor is set to 60 hz. so shouldn't the FPS be capped to 60?
I tried using the FPS limiter in the ENB series and it's producing the arrows not working anymore.
Also when the game is running at 100+ FPS, I'm noticing a micro studder problem again
like the game is rendering too many frames for my monitor to keep up with or something.
Please let me know what advice you have in this situation thank you.

If I put CCC option to "Wait for vertical refresh" I noticed that the arrow problem doesn't happen. but there is a problem with micro stutter still. and my FPS is being limited to around 60-62, via ENB monitoring.

I am experiencing this issue with ENB on or off.

Enable VSync for Skyrim with
iPresentInterval=1 in SkyrimPrefs.ini under [Display].

My FPS didn't limit with either one.
