I want in.
Trying to get my Midhrastic ENB I did for Skyrim to behave well with Fallout 3. Taming bloom is hard. I'm going for Dark interiors. Right now I dread to go outside.

Quite strange that I've managed to disable the lamp being lit, but not the lamplight.

Grass lighting fixed and several other fixes. Btw, in Skyrim probably fog is now can be modified and changes will be applied for those users, who told they are not affected without restart.

Alright, I tooled around a bit more using the latest version. Still no weather or lighting mods installed, this is vanilla. I'm using a HD6950 2GB with the 12.6 driver package.
The grass fix works except it doesn't affect shrubs.
In addition to that I had a strange issue. The spinning dust clouds around Goodsprings glowed like the shrubs, except when I walked towards them they turned dark like they were supposed to be.
Finally, Cass' hair and Rex's metal parts also 'glow' and aren't affected (in a good way) by the lighting parameters. What is weird is that Cass' hair goes from glowing like in the screenshot to looking how it is supposed to, it seems to be affected by the angle it is viewed at.

The glowing shrubs are everywhere. Around Goodsprings for one. Rex can be found in Freeside and Cass is at the Mojave Outpost. I assume that's what you mean anyways.

Try using Vurts flora mod, as i dont have any glowing shrubs anywhere. On the other hand, i dont have such pitch-black night with equal to none ambient lighting.

In game isn't as dark as the screenshots look but that last screenshot was made intentionally black to better illustrate the issue with the hair and Rex. And I am using Vurts.
