If I'm not mistaken, the 'glow' from Rex's metal is just from an env-map texture, so it is independent of light. It's the same technique used to give the 'sheen' to glass windows in the game, which also can be seen at night/in the dark.
With settings that dark, it may be hard to achieve an overall 'balanced' look, particularly interiors. How does the inside of Prospector Saloon look with your config?

Like crap. Characters have a pink look to their skin. Hardly a 'config' though, I'm just messing around with the various settings, seeing what does what, and looking for any bugs.

I'm getting a white lines around transparent textures, I assume its something related to anti-aliasing. Any clue what could be going on? I did use the forced NVIDIA d3d9.dll, as I have an AMD card- could that be it?

Last release mostly fixed my player emitting light issue, still get it at random angles but only sometimes and usually for just a second and it goes away. I have now experienced Millenia's weird transparency/mesh warping issues but again it is only seems to take affect at random times usually spaced far apart. so far, nothing has been gameplay breaking.

Managed to pull of some nice lensfx balance on the sun and objects, but when it comes to everything else, well, i can't do anything. Looks like shit. Everything is washed out, bloomy as fuck ( even with the bloom at 0.0 ) among other random things.
Don't know if it's Nevada Skies messing around with ENB.
Will wait for user made presets. Like Skyrim.

The only thing i managed to pull of so far ( on New Vegas at least ) was this :
As you can see there's something wrong, it's washed out. Like some low opacity gray panel in front of the picture. I'm pretty sure that shit is coming from the bloom, but i didn't managed to keep the bloom activated without the wash out thing.
Something like that ( quick contrast edit on Photoshop, subtle ) would look already nicer.
