It's engine multithreading issues, not fixable, only with some tweaking and luck you may decrease such troubles, but not eliminate them.
Deactivated all multithreading switches I know, still freezes sometimes.
Still outside only. So I think, it's something about the cells.
I have the exact same issue as Cosmic Blue. When I'm just running around outside I get random 2-3 second freezes. It's really starting to get on my nerves. This problem only started after patch 1.6.
On a side note, whenever I ran the game vanilla without ENB it froze randomly just the same. So, I used afterburner to see what was happening during these freezes and discovered that GPU usage drops to 0% during these freezes. Not sure what happens to CPU usage, though.
The game is really starting to piss me off.

I can play minutes or hours without anything, no problems, no stuttering, no freezes, noch crashes, nothing.
But then all of sudden (and only in open world and yet it seems be related only to certain locations, not to any mods or ENB or anything else in that direction. It also happens in a fresh installed Vanilla game with resetted .inis, with no or latest patch) the game freezes - completly, forever.
I wish, it was an Crash to Desktop, but it just freezes and stays in that state. I have to alt+tab out, call up task manager and kill the process and then start Skyrim again, only to get that freeze at nearly the same location again. Or I go there very, very slowly (for example by sneaking), giving the game the chance to load all needed data and than the freeze will not happen.
I will try to reproduce and make a screenshot. Regarding afterburner, i don't normally leave it on, the only thing i have that's related to it is the fan profile which i tweaked, the rest is @ stock(at least until i can get a h2O cooler.) but even that is applied at startup (i.e. i don't see afterburner in the taskbar and i will check but quite certain not even loaded)
I forgot to say that when i noticed the bug i had several effects from that enb(enhanced shaders) like film grain sharpening, full ssao. But i will definitely try to reproduce and then ss it.
P.S. totally off topic here but do you guys think my g card is enoguh to run the game with high res mods (2048x2048). Is 1.5 Gb Ram enough or not really? I used them in the past and noticed some stuttering, which disappeared when i switched to low res (i am thinking about the mod texture pack combiner, if anyone knows)
Game engine texture streaming is not designed for huge textures, it's not computing size on screen and not using lods for them. You can try to turn off antialiasing and decrease screen resolution to free some video memory, but stuttering still appear for high resolution mods.
Ah. but then the 1024x1024 ones should be fine!Or maybe a 2048x1024 resolution since i have a 1980x1024 screen, but i think the higher res ones look better? or is it just me? This has to be the quintessential question every modder out there ask him/herself. So basically those higher res textures are good for people with more than one monitor right or with really big monitors or more than my res. uhm interesting see, i never knew about this. thank you!!
EDIT: Is there a way to optimize textures for my resolution? sorry for the 20 questions, but you guys are like the holy grails and i've never had the chance to ask anyone. thank you !!

Screen res has nothing to do with textures in the way you undrestand it. Whats important is that the higher res you use, the more VRAM will be drained. So, people with old 1280x1024 screen res may try using higher res textures with ENB with all effects on, for example. But users with 1920x1080 will have crashes on the same setup. When i had old 1280 screen, i could use retextures, but now im using 1080p res with AAx4 and game crashes when i use high res textures. High res textures are good for everyone, but not for every game engine
the best way i can explain without the screenshots (i know but i don't have access to the pc where the game is at right now) is like the whiteness of the while game was gone because i attempted to restart the game once. ie start a new one and i could see the wood textures but with some sort of black fuzz on top of it and the characters were the same, i tried turning brightness up and i could see the edges of each character(in white). i will try to post a ss as soon as possible (assumign i know how lol)
i have been scouring google for cases like mine and this one is the most similar to what happens. in my case everything goes black with fuzz except for the sky.

If I understand correctly, it sounds like to much AO applied.
