Enb With highest performance?
Is there an ENB that... TRUTHFULLY has 0% FPS Loss?

Lol well.. people to stop lying than. saying their ENBs
have no performance loss yet drop like 10-20 fps

Well there are ENB configs out there, hat have a not noticable impact on fps (perhaps 3fps less or something), but noone has none.
So I wont call them a liar.

I play Skyrim with prOPA ENB, with disabled SSAO, DOF. In Skyrim graphic settings: 1152x720 resolution, medium shadow quality, low-medium settings on item/object visibility, no AA at all, x2 anisotropic filtering and finally some ini tweaks.
My PC: Intel Quad Core @2.40 GHz, 2gb RAM, GeForce 9600, Vista 32bit. Basically minimum req to run Skyrim...
FPS? 40-30.
Result?
Well I think it's quite OK considering my PC. You can clearly see that no AA is applied though. That gives me tons of additional FPS.
