Well, about the first part, I had to read it 5 times to understand 20% of it..... Anyway, I'll speak only for myself : I understand that everything is a balance between bugs avoiding (wich is pretty hard since you have to deal with the way the game itself works, and all its "strangeness"... :? ), quality and performance.
Well, in my own opinion, the first 2 points matter the most : artefacts avoiding and quality first, then performance. If you come to the point where increasing performance has to sacrifice too much quality of effect or creates artefacts, just stop there.
In the end, sadly, you'll always have to fight against game engine, drivers, and lots of things you can't solve, am I right ?
