Water effects pick up ambient colour, that's most likely why they might have a green tint in specific weather conditions. You can tone down the tint by lowering LightingInfluence.
Here's an example:

This was in an area across from the road from dragon's bridge to the solitude docks.

You can see the splashing water is bright. Also, notice the water nearest me has a lightish green tinge. I noticed if I jumped, the area around me with the green water went up, which tells me it has to due to the viewing angle, and not distance. (the water closer to me is at a steeper angle compared to the camera than the water further out). But I think after a certain amount of distance, the effect doesn't occur, as I didn't notice it when I was looking off a cliff into a river.

This, combined with the fact that after all the water is green distance wise, only the edges surrounding rocks and stuff is, leads me to think it has to due to viewing things that are under the surface of the water showing up as brighter than the water itself. This also makes sense with the angle thing, as a steeper angle allows one to see deeper in the water.

I don't know if this is affected by some ENB settings but it looks like the same issue like the infamous Solitude door glow bug.

Red Apple glows in the dark, I don't think these are placed under the "Green food" products  Vanilla meshes and textures as I took the picture inside the CK when I was working on Relighting Skyrim - Update.

I noticed some more Food has this issue. It's like the food is exposed to radiation :P

If you install SMIM and use the Red Tomato Texture it's even worse.

Radiated apples, mmm? :D

I forgot to mention that in my quick tests I didn't see anything wrong with my apples, at least not in interior locations. Jawz, are you using mesh replacer of some sorts? The meshes should be in clutter/food.

If you come across more suspects, feel free to list them, I will check and add them. At least carrot mesh is buggy for real.

The proper fix for water splash is now in - looks pretty nice and no more bright splashes at night.

Aren't those tomatoes in JawZ's picture?

I think they are apples, if I squint I can just about see the little twig that apples have but tomatoes don't.

Anyway, tomato actually had some issues so it's now included together with carrot.

Those are tomatoes, from SMIM. SMIM adds some lighting effects to tomatoes and other fruits and vegetables, which causes them to glow a bit with ENB.

If SMIM is installed last, the loose files will win out. I have no idea how you package your fixes, since I don't use it. If it uses a BSA, SMIM's versions will always win out.

Re: Skyrim particle patch for ENB

His package also uses loose files, so you could overwrite them after SMIM. Tho you most likely need to look at the SMIM meshes to fix it, as he upped the polys for food.

And you can also notice the food is lighter in Vanilla Lighting. Ít's just that ENB enhances it.

Yeah I forgot that I had activated The Texturepack Combiner there :P It's SMIM apples and not vanilla meshes.

I knew it, you rascal :D

In most cases you can easily fix a bug like that by yourself if you open the mesh with Nifskope and look under BSLightingShaderProperty (make sure you got the right TriShape) whether Rim or Backlighting is enabled - in case it is, disable it. If that doesn't do the trick there's likely something else wrong the object, but those need to be looked into on a case-by-case basis.
