It's not dependent from game time. Day and night interpolated from color of sky horizon. In gui statistics you can see how much is that value set.

Don't you mean Shift and Enter?

Just pause the game. Either hit Esc to open up the main menu, or go into one of the submenus from Tab, or - and here's your best option - hit your tilde (~) key to open up the console. Note that the main menu will completely freeze the game - you'll have to exit to see your changes. Inversely, going into the inventory or other such menus doesn't stop the game and thus lets you see your change, and likewise with the console.
If you don't want things to get messed around by your actions, just open up the console when using the GUI. It won't retain any gibberish you enter while entering setting values after closing, and the mouse clicks you make won't have any effect on the game or whatever unless you're using the console for something else anyway.

Stupid question, but are you using the little rotating ENB gizmo as a pointer, not the Skyrim pointer?

Hmm maybe you don't have admin privileges for the Skyrim folder?
