Downloaded updated helper mod (V1.9), same issue although ghosting is not as apparent (maybe), still blinking.
What/where are the "hidden" bloom parameters Boris? Not seeing anything different in the bloom fx file.

Could you record short video with blinking bug (better with frame limiter to make bug noticable)? And savegame better too, because i tried in all locations and don't see anything. How this bug "works"? If you don't move character and only rotate camera around or using tfc command, is it appear?

Hi Boris, the flickering occurs whether I move or not. I have not tried TFC with it at all, yet. But I will verify all. Video also appears to be very choppy as if its skipping frames (this is with and without WaitBusyRenderer enable). I normally run with WaitBusyRenderer set to True as I find it smoother and I always run with FPS Limiter, currently set to 60 fps.
I can record video but don't have anything currently setup to do so, can anybody recommend anything other than FRAPS to use?
In order to get you a Save Game I will have to start a new game I suspect as I do have a number of Mods currently running.

Describe then how the flickering looks like. I don't understand, if player not moving, then script do not update objects positions, so no flickering from temporal antialiasing. May be it's another madness from game engine...

I downloaded CamStudio and made a quick vid http://youtu.be/OCvBz4wQT5M but after Youtube got done processing it, the flicker is radically reduced. Check it out, there are about 3-4 flickers but much much fainter than in game.
The flicker affects only some pixels (seemingly highlights but its hard to tell), these pixels get super bright about once per second, stay on for a blink of an eye and gone. Best I can do to describe it. Maybe you can see it in the video. If not I can try some other way to get a less compressed video to you.
I isolated two frames in the video that show the problem a bit better I think. If you place them in separate Layers in Gimp/Paint.NET or whatever and switch between them you will see what I am talking about. That change occurs every second or so.

Ok well now this is interesting, I went to an interior and when I came out, no more flicker (for now). Might be a wild goose chase Boris, let me test some more and report back.

It's not so much brightness that is altered around the edges it's more like the TAA effect is not running in the "after" picture. That's the difference I see, On and Off more than any bright spots.

Spoke too soon, going to an interior and exiting seems to stop the helper mod completely for me. Weathers are no longer be detected, I suspect the Quest that the helper mod is using to run terminates for some reason. I am using saves from V.170 using the previous version of the mod helper, if you changed any of the variable names in the scripts there could be a conflict now. then again, seems like I am the only one reporting a problem so maybe completely on my side.
Jawz - the issue is much more pronounced than what is evident in the video or the screenshots, the capture just didn't work that well. It also does not show the rather massive ghosting and general choppy video. I tried capturing directly using Screen Print but was not successful.
I'll a fresh start and see what happens.

When weather system and time of the day are not enabled, all new variables ignored and only day/night/interiorday/interiornight are used. If you don't want to see all these new vars in GUI, it's a lot of coding for me, so simpler to remove them and make new version like 0.168, but based on 0.172, in this case i need a lot of users who ask this and they need it for tweaking, because of time to develop such version (guess 1-2 days to remove everything).

Enable=true
as false and it's the same as v168?
Also, if I disable those do I need the helper mod?

Fresh game and I am having no luck so far getting the helper mod to run, weathers are not being detected.
