Thanks for the update Boris, I tried the new helper mod and so far its detecting weathers properly and running well, however, I still have the flicker and ghosting with TAA enabled. I will continue to try different things since its appearing more and more that this aspect, so far, seems to only happen to me.

Boris, in case you are interested, I created a new video with FRAPS this time, that shows the flicker better. For the first 15 seconds or so of the vid, see what is happening on the stairs at the back of the scene, that same type of thing happens at various spots of each scene with TAA enabled. I also tried to capture the ghosting as well towards the end, its most evident when panning from a light to dark or dark to light scene. Not sure ghosting is the proper description.

Sorry, no fixes any more, i can't do anything to this shitty engine, entire idea that it work different on my pc and yours means that game engine is the hellish fucking crap and better to never play the game and even not install it. Flickering from your video simply show that one (from two, which represent position) object is updated or both updated, but time of update period is very long (i'm updating each 0.25 seconds, but those objects 0.5 seconds one by one, so first is in 0.0, second is 0.5, first in 1.0, second in 1.5). I can try other types of delays, but how to test them, that's the problem (i'll do soon, check it then). Probably only SKSE is you last chance, but i can't install it myself (testers required).still have the flicker and ghosting with TAA enabled

Let us know results. Everything is working for me so it can be an issue on your end, maybe mod related or game version i cannot say exactly. Or it could be ini parameters. I am using close to default ini setups with only the known working quality parameters bumped to max.
Hint : It could be [Papyrus] parameters in Skyrim.ini

Check out this scripts (delete after using them from data folder!), did a trick to compare if position objects ready to movement, may be flickering dissapear.

Thanks Boris, tried the new scripts, same issue. Don't worry about it, its not that big of a deal and like mentioned, its likely an issue on my side. I will keep trying different things and report back if I find something. It could be my driver settings too.
